ERVING — Annual Town Meeting has been rescheduled to July 11 at 10 a.m., and town officials are looking into possibilities for holding it outdoors rather than at Erving Elementary School as usual.

Erving’s Town Meeting was already rescheduled once this year, when it became apparent that the usual date of the first Wednesday in May would not be feasible, due to outbreak of the coronavirus pandemic. At that point, it was set for June 17.

Now, since Town Meeting voters will not be able to pass a budget before the fiscal year ends on June 30, Administrative Coordinator Bryan Smith said town financial workers will work with the state Department of Revenue to establish a provisional budget for the month of July, in accordance with special laws that were approved as a result of the pandemic.

Erving town officials expect to only have to do this for July, and expect to have an annual operating budget in place before the start of August, Smith said.

The proposed budget for fiscal year 2021 — though it is subject to being modified according to the July budget — is $4,813,705. Erving Elementary School’s budget, which will also be modified according to a July budget, is proposed at $3,295,920.

The monthly budget is legally designated as a “one-twelfth budget,” which only means that it must be worth at least one-twelfth of the previous fiscal year’s budget.

In practice, however, Smith said the July budget will be much greater than one-twelfth of the fiscal year 2020 budget, because many large one-time payments are made at the beginning of the fiscal year.

Whereas some other towns have scaled back their capital improvement plans, citing the economic uncertainty of the pandemic, Erving expects to wait for guidance on how state aid may be affected, Smith said. Erving’s capital improvement plan for fiscal year 2021 is budgeted at $609,000.

If cuts in the state’s budget affect Erving’s planning, the town may not follow through on some of its capital improvement plans, Smith said, and will then amend the capital budget it plans to bring to the Town Meeting floor.
